This is a great question in that one needs to plan what is underneath all that paper. If you are planning on repapering the wall, then you might have to either repair and sand the old wall with a large amount of wall compound or even apply a 1/4 inch new drywall layer to have a nice looking finished job.

If the latter is the case, just apply the new thin drywall directly over the old wallpaper. It is just something to consider and would save a lot of messy work with scrapers and solvents.
