A Handyman Helping Hand

pouring concrete into footing tube

I'm planning to put up a basketball hoop. The plans with the hoop call for a concrete base of 24 inches deep and 21 inches in diameter. But I live in Minnesota. To avoid possible heaving, my plan is to use a 12" diameter tube and go down four feet, to below the frost line.

The sleeve into which the basketball upright will be inserted is only 2 feet long. How would you suggest I go as deep as I need to with the quickrete and keep the sleeve at the proper two-foot depth?
