This sounds like a toilet with a bad flapper, which allows water to consistently drain from the tank and then has to turn on to fill back up...

It also may include a faulty ball cock assembly, fill valve, fluidmaster or shutoff valve which is actually causing the vibration.

Start first by checking the toilet and making sure the shutoff valve is completely open to the toilet.

Also may need to install a presssure reducing valve to the house or water line.
