We'll if your nieghbor has the same problemb as you do and you already replaced the switch, ballast and sockets then it has to be the way the place is wired. from the main box I bet the wire runs to anouther l;ocation and then advertenly to those areas so the electricity may take longer to complete it's circut when you turn on that switch if something else is on using up the electricity. The ballasts need a certrain amount of electricity to kick in. I bet sometimes it works great and other times it don't. A few things to concider 1. is the wiring old 2. is the switch run directly from the main box or is it a slave to anouther outlet or switch.

If it is a slave is there something else on that is using the power needed to justify the lights. next time they don't come on right away give them a few seconds and see if they come on befor you swithch the lights off and on
