Answer: Maybe in the fan/light alone..maybe in the switches alone...maybe in both...maybe in ceiling wiring...

This should be easy for a qualified elecrtician to sort out and can only be answered by someone physically looking over what your existing wiring setup is.

I can tell you this, that even when the wall switches operate properly, the fan and light pull chains can still be operated. They are usually just left in the 'high' fan position and the 'on' light position so that the wall switches can override them.
