Heating and cooling FROG

We bought a house that was built in 1993 with central heat and air. The builder lived here 2 years and added a finished room over the garage before selling the house in 1995. We just bought it and are trying to figure out how to heat and cool the frog. It is hot in summer and cold in winter. The previous owners had the same problem. The garage is finished and I am not sure if there is insulation in the ceiling of the garage. The sides of the frog are storage areas and there is pink insulation in the side walls of the frog. There are 3 vents in the frog with cold air conditioning or hot heat air running through (same temp as vents in rest of house) but the frog never gets cool in summer or warm in winter. When you touch the ceiling in summer it is hot. We tried closing vents in rest of house but frog never cools or heats. Any Ideas?
