electrical wiring for fan and light

We just bought a house and there is a fan with a light in the master bedroom. The light and fan each have a pull cord and can also be operated by using the double switch plate on the wall. The problem is that each of the two wall switches operate both and I would like one to be for the fan and the other to be for the light. I don't know why they both operate both, perhaps an error when originally wired. Of course if the fan and light are off at the pull cords then the switches don't do anything. Would this problem be in the switchbox or in the light/fan fixture? Any ideas on how to correct?
