too effective new toilets...

Attention t.o.h.: Dear Norm, Tom, Richard, and Steve: Here in California, we are held to "environmentally correct" toilets - we purchased an old building 1-1/2 years ago (originally the only laundry for every hotel in S.F. after the BIG earthquake of 1806) and our tenant on the 2nd floor is having weekly problems with the toilets over-flowing ( which flows directly down onto/into our office ) - they have had two plumbers and Roto-Rooter out (at $700.00 so far) to see what the problem was and to solve it. They all have said that it is the fault of the toilets' "low-flow" design + they also have a "double-flush" factor - what can we do to make these toilets flush correctly. The pipes are all clean as a whistle and the toilets are brand new...HELP US PLEASE... I subscribe to your magazine as well as watching you on t.v. and since I receive your magazines here at our office, everyone came running to me to solve this big problem - so of course I come to YOU...All your assistance will be greatly appreciated.
