Basement Walls

I am going to finish my basement and have already decided to use metal studs and track. My question is: Some people have reccomended that I put the vapor barrier right on the concrete walls using spray adhesive, then build the walls over that, insulate then drywall. Others have suggested putting up the wall insulate and the put the vapor barrier over the studs then drywall. They both seem to have their advantages. If it's right on the wall it will keep any moisture from reaching the insulation this not rotting. The other option will keep any moisture away from the drywall. Which do you think is better?
