I think you are really asking how best to store paper towels and cloth rags saturated with linseed oil..

Like all flammable liguids, they should be stored in unconfined spaces, outdoors if possible, where the flammable liquid can evpaorate away and alleviate any risk of fire.

In other words, do not keep them indoors, in confined spaces where fumes can build up, and away from sources of ignition like pilot lites for water heaters, furnaces, stoves...
