The ideal situation would be to remove the lath and plaster under the stairs and effect the repair from there. Shims and gluing can be done to eliminate most squeaks from below.

If not practical. Try specialty screws made for repairing squeaky floors. These screws are very narrow and have heads that snap off. You can drive the screw, snap the heads off, set them, then putty the hole. Diameter is about equal to that of a large finish nail, so not unsightly.
