Peeling Wall Paint

Hi, I have an awful mess in my bathroom and I am at such a loss as to how to fix it.The wall AND ceiling paint is peeling all over due to previous wallpaper paste being left on under this coat of paint. Now, paint is peeling, paste is still present underneath remaining paint and mildew has formed under all. I have scraped with putty knife and plan to sand but am wondering if there is a more thorough way to remove this horrible surface in order to either repaint or even re-wallpaper. I will be extremely appreciative if someone can help me. I have entertained the idea of using paint thinner but don't know if the drywall will hold up under the attack. Thanks in advance to any help!
