Yes, it appears water has gotten into your panel and has dmaged sme breakers. This is not uncommon. It is usually caused by the seal failing around the mast where it joins the meter base outside the house.

Rainwater can then travel down thru the cable and into your panel. It is a hazard and should b checked into immediately.

All your beakers should be checked to see they are operating peoperly.

One of the effects of moistur exposure is for the breakers to corrode and not trip when they need to.

Have a qualified electrician check your panel thoroughly.
