Leaking electrical panel?

After a heavy rain, one section of my basement had no power. No circuit breakers were tripped, but I did notice one of them did not "click" like the rest of them.(of course with me just buying this house, none of the breakers are marked) Upon closer inspection I found a small amount of, what looked to be, water between each breaker. You don't have to tell me this is DANGEROUS.(though there are no other signs of water in the panel) I'm drying it as I'm typing.Could this "water" cause a breaker to fail?
