My family and I live in the South and this problem has shown up here only recently but a few years back we lived in New England where your problem was common. Ice dams happen when melting snow refreezes along the bottom of the roof overhang. The dam will hold melting snow from above long enough to find it's way through to the inside of the house. The reason it's happening now in the South is because houses are better insulated than a few years ago. You lose enough heat from inside the house to melt everything except the overhang. I don't know if there are any other remedies for this but back when we lived in New England it was not uncommon for people to run heat tape along the overhang. I'm not sure how safe this is but I do know there's a rule when it comes to your roof leaking; if you don't get the water off it will find a way to get through.
