Chimney Brick Decay

The Common Brick chimnies in my home are decaying. by decay I am refering to that fuzzy looking white powder that appears on the bricks themselves. (the mortar joints look fine)additionally it only seems to be apprent in the basement. the exposed areas of both the fireplace chimney and the furnace chimney in other areas of the house do not exhibit this condition. I assume it is a moisture related cause, is there a way to treat the bricks that will slow or stop the Degradation? I have use a high strength brick cleaner and tried painting a small section with a waterproof brick and stone paint. but it bled thru in 2 months.
