Wind chill DOES affect the pipes...
Simple test: Does a hot pipe cool faster when you blow upon it or when left alone?
Answer: It cools faster when blown upon...
WHY? Because the pipe transfers heat to the cold air more quickly when the air is not stationary...ie warm air (heat) tranfers to colder air faster when the colder air i moving...
Bottom line: Your pipes WILL freeze faster based on wind chill and not air temp...Basic physics....
