Carpeting over Existing Tile

I would like to carpet my basement which currently have tiles running the entire basement floor. Can I just place the new carpeting (of course with padding) over the tile or would I have to worry about taking all of that out first for some reason? If placing right over the tile is okay, do I need some special adhesive for the padding to stick to the tile? I was thinking of just using something like th "Earthbound 4002 carpet pad adhesive" which I heard was pretty decent.
