Matt G. Did a good job of summarising the most common flushing problems but let me add one more before you call the plumber. In the bottom of your toilet bowl there is a hole about the size of a dime. When you flush the toilet water rushes out of that hole and causes a surge of water into the drain. If the surge of water is not strong enough the toilet will flush slowly. If you have a lot of minerals in your water that hole can become clogged. Take a stiff wire and bend it so it will go up into the hole toward the front of the bowl. If there's mineral buildup you should get hard chunks of it out. If that's the problem and you can't break it out with a stiff wire, you can get toilet bowl cleaner that is made to remove mineral buildup.
