If you're wanting to drain the water heater to flush out the inevitable mineral scale from the tank just fasten a garden hose to the tank drain located near the bottom of the tank and run it outside or into a nearby drain and open the drain valve. Let the water run until it runs clear. Leave the water supply turned on while you're flushing the tank. When you get clear water meaning you've got all of the gunk flushed from the bottom of the tank, close the drain, remove the hose and you're back in business.

If you're wanting to drain the tank to move it, turn the water supply and gas off, attach a hose to the tank drain, run it outside and open a water faucet near the water heater to let air in so the tank will drain. When you're finished close the drain valve, turn the water on and leave the faucet open until you have purged all of the air out of the tank before turning the heat back on.
