water well

We are having troubles with our well. When we moved into our house we discovered we would quickly run out of water,like when taking a shower. Wait 10-15 min and there would be more water. We have droped a line down and the well mesures 30 feet down with a 4 inch casing there is 13 foot of standing water. we have rep;laced the foot valve with new line along with a new pump(a shallow well pump) Upon my investigating I have read that a shallow well pump is for 25 feet or under. Is the right? The tank is a factory charged medium sized. The pump kicks on at 20psi and kicks off at40 psi. The well pump and tank are all in the bacement. The line going down the well is a 1 inch line. My delima is.. Is my well going dry or do I need to invest in a deep well pump? I dont know if this matters but the house does sit on a hill. If you could e-mail me with a response it would be greatly appreciated!!! City water is not an option. Thank you for your time.
