Spalling Concrete

I live in the Detroit metropolitan area. I hired a local contractor to lay new concrete driveways in June, 1998. On the day he poured the driveways, the temperature was in the high 80s, and more than .25 inch of rain fell while the concrete was poured. Part of one of the driveways even washed out of the form but was replaced by the workers.

Early in spring, 1999, spalling appeared in several areas of both driveways. I contacted the contractor, who told me that the spalling was due to excessive use of rock salt to remove ice, and offered to repour in the damaged areas at my expense. I personally removed the rock salt I used (on only three occassions during winter 1998-1999) after the ice had melted.

My question is whether my concractor is being truthful. I do not believe he is. Thank you.
