water in the crawlspace

HELP! I'm a realtor in Oregon, my clients home just failed the FHA inspction due to standing water in his crawlspace! The home was built in 1977. In Oregon it rains about 9 months out of the year-we are trying hard to figure out what to do or who to call-he has been using a shop vac with a hose attachment-slow going and the water keeps coming back. The ground is very wet around the foundation,it's a single level home on a flat lot. Do we need some kind of pump? The gutters have been cleaned and directed away from the house. What kind of professional person should we call?
