Your 4500 Watt heater will draw 18.75 Amps. The code then requires the wire to be sized 1.25 larger. Therefore the wire needs to be sized for 23.4 Amps. This would equate to 30 Amps wire wich is #10. So therefore the breaker should be no bigger that 30 Amp and 20 Amp may actually work. 40 or 50 Amps would be a no-no.
