Heating oil/cement floor

My husband and son removed an old oil tank from the basement. There was a small residue of oil that leaked onto the cement basement floor. Following clean up with bleach and pine soil the oil scent disappeared. This was in September. However, we noticed now that the weather is coolder and the furnace has been in use, the oil scent has returned and is quite strong. Again my husband used bleach to clean the floor, then purple power, then some other cleaning solution. The scent remains. What will get this smell out! We have a basement den next to the laudry room with the smell. It is almost unbearable to spend anytime in the basement, and the scent is coming into the upper level through the air return vents.
