Fuse Box Replacement

Before I purchased my home two years ago, the electrical fuse box was not up to code. I live in Sacramento, CA. Well the previous owners hired an electricain to bring it up to code. What he did was to install a new fuse box which could handle half of the load for the house. He left the old fuse box (the one with the screw in fuses) in to handle the other half. The new fuse box in joined to the old one. My home is an older one, so I have window air conditioners instead of central heat and air. Now, whenever I use my air conditioners, a fuse blows and I have to replace one of the screw type fuses. I've had an electrician come out and the only advice he had was to "buy a lot of fuses". Do you have any other advice for me?
