Heater Not Shutting Off

I have 2-zone hot water baseboard heating. When the thermostat shuts off, the pump shuts off. Problem is the hot water is still flowing through on 1 zone as if the thermostat is still on. The only way to stop the heat is to close off the valve. I've replaced the valve and thermostat but it didn't help. Is there any reason, scientific or practical, that would cause the water to flow without the pump on ? I had a couple of plumbers look at it but they did not find anything.
