Window Leak

Water leaks back into house from under the sill. I have caulked not just the sill but the whole wind frame, but still window leaks at sill. As a result, drywall inside is damaged and somehow some of the water coming back into has found it's way on to the floor, ruining my carpet from underneath (padding, and foundation it sits on is damp - hopefully this aspect is related to the window leak, and not a foundation leak as mentioned in one of your topics posted).

Could the builder have forgotten to caulk the window sill before putting on the frame and this is the whole problem? Or since the sill is flat the water can't drain away but goes backwards into the house.

What do/can I do???
