Brick & mortar

I have bluestone steps over brick and mortar risers that I need to have iron railings put on. I was told by the person who would be installing the railings that before he could do the work I would have to have the steps re-pointed because he was afraid his hammer drill would shake the steps to pieces. I spoke with a mason and he told me that installing the railings might shake the mortar loose again even after they were repointed and I should go ahead with installing the railings first.

Will a properly re-pointed step break apart again when installing iron railings?
