Faith,

Sounds like you are describing water leaking all the time INSIDE the bowl. If that's the case, only one or two things are the cause. The first is just a worn out flapper. Easily replaced with a like kind from the store. The less likely would be that the float is allowing water to flow over the tube in the center of the tank. That's just a float adjustment if the valve is shutting off, or a valve/float replacement if the valve doesn't seal the water off when the float is at the top.
