I sounds as though you may be running into some very tough material. If it is just masonary, you may need to go to what is called a hammer drill. It not only drills around, but also pounds the bit into the surface.

If you are hanging anything of any weight, you will need to get past that half inch to hold it up. If you don't have access to a hammer drill, you might try a very small bit, and work your way up to the size you need, drilling progressively larger holes with each bit.
