Gary,

It sounds as though the outlet the TV is plugged into is directly on the same curcuit although it is highly unlikely. I suspect the dryer is on it's own 230V two pole breaker.

It seems really odd that only one reception type device in the house has trouble with the two motors. The main panel itself could be way out of balance, meaning that a high percentage of the electical draw of the house happens to be on one leg and the TV upstairs is on that feed and the other devices are on the 'light' leg.

At minumum I would have an electrician in to tighten all of the lugs and connections in the main panel and take a load reading on each main feed. (And of course check for proper earth ground.)
