I have to agree that a probable cause is temperature. Standard ballast and lamp combinations do not work well at low temperatures.

The other simpler thing is simply that you may have a bad bulb or two. A weak/worn bulb overworks the ballast creating problems. If some of the fixtures work just fine, try trading bulbs..
