CHECK THE GROUNDING ON ALL FIXTURES AND THE ENTIRE SYSTEM. CHECK THE TYPE OF BULB USED.IF THERE IS NO HEAT IN THE GARAGE IT IS POSSIBLE THAT A NORMAL TEMPERATURE RATED BALLAST IS CAUSING THE PROBLEMS. THERE ARE OUTDOOR LOW TEMPERATURE RATED BALLASTS THAT MAY HELP. IF YOU ARE SURE THE THAT THERE IS NOTHING ELSE ON THE CIRCUIT THEN YOU ARE NOT OVERLOADING IT. CHECK THE VOLTAGE COMING INTO THE FIRST FIXTURE AND THEN CHECK IT AT ALL THE OTHER FIXTURES TO MAKE SURE THAT IT IS CONSTANT AND NOT TOO LOW.
