Flourescent Lights

Can some one with some electrical knowledge help me? I put 6 double 48" flourescent fixtures in my garage. Each tube is 40 watts, so 480 watts total. They are all on the same circuit, but there are no other significant power damands on the same circuit. Sometimes one or two of the units will flicker and never fully start. Its not always the same ones. I replaced the ballast in one unit. It solved the problem temporarily, but even that one still falters at times. The source of the power is the wires feeding the old single light in the garage controlled by a single residential rated switch. Am I overloading the circuit? So far the brakers have not kicked off. Any ideas? Thanks. GA
