Gary,

My concern with adding a 'cover' board over the rotted material is that you might create more trouble than you are curing. The siding in it's natural state will allow the water from rain to fall off the house. If you put a board over the top of the bottom sheet of siding, you will create a ledge that prevents natural water shed. (Leaving a place for water to sit and rot more material.) Adding enough caulk to overcome this is adding a material that has to be replaced. Even the best caulk won't act as a 'filler' under those conditions for very many seasons.

Replacing the damaged siding with new is the true answer. It doesn't have to be the same material... only a siding board with similar shape, size, and surface texture so that it can be finished to look the same after final coat of whatever finish you use.
