Repair or Replace

I would greatly appreciate your opinion.     My wife and I are currently looking to purchase a home in the Northern Virginia area. During the home inspection, the inspector noticed that the shingles were only put on with two nails (versus) four. Apparently this is not to county code, but is moot after two years of installation. The roof is four years old and some of the shingles flap when there is a strong breeze. Thee are visable 'ripples' on the roof. We are requesting that the owners replace the roof prior to purchase. They have come back saying that they would rather 'repair' the roof than replace.     Can a roof in this condition be 'repaired'? What does repairing entail? Isn't there already damage to some of the shingles since they have been flapping about? Would the roof last as long as if it were replaced?      Thanks in advanced for your response.    Ken
