A lot depends on if the drainage system is live and functional. If you aren't on a flood plain, have never seen water in the basement, never rains there... aren't going to spend a fortune framing it in or on finish matierals.. frame over it.

Otherwise, you need to account for the fact that most basements leak in some fashion and/or the drain was put in for some reason.

Maybe you 'float' the walls over the drain or maybe taper the walls at the bottom to allow the drain to be exposed. Maybe attach the finish materal directly to the walls, or consider a 'stucco' applied directly to the walls.(and using 'surface mount' power/antenna/water services.)
