I'm thinking that you "have the touch"! That's what I have to do at work sometimes when a system goes down. I just go over, unplug or turn it off, bring it back up... and MAGIC !! it works again!!

I would check the following. Make sure the outlet is feeding hot to hot and nuetral to nuetral. You have already verified the ground.

If you simply touch the tube and the lights come on, I would have to question the new sockets. Sounds like a poor connection somewhere. New doesn't mean good. Make sure the end of the tube is tight against the sockets on both ends.. too much play can allow marginal connections..
