In Response To: windows (David)

Tilt the sash forward, then raise one end of the sash to free the sash pin from the balances (coiled spring.) Once the first pin is free, the second opposite end pin will come free from the balances. This is like removing the glass panel from your storm door, only that the sash are locked to the balances with pins. Be careful not to drop the sash because it is heavy. You may use a flat-head screwdriver to adjust the balances. Be aware that the balances are pre-torsioned at the factory to operate with the weight of the sash, so I don't know how much you can do yourself. Besides, you will probably need special tools too. You may want to check your warranty for you may get the windows people to come out and do this for you for free. My vinyl replacement windows are warrantied for as long as I own my house. They will come out to fix the type of problem you describe.
