painting cement floors

I'm not sure if you can help me bur here goes about 6 years ago my husband and i renovated our garage into a bedroom and painted the cement floor, to be honest i dont think we cleaned it well enough then, but it is starting to come up now and and it looks moldy underneath, i am pretty sure it is the moisture that is coming up, anyway we would like to do it again are there any sugesstions you could give? should we seal it befor we paint or after? and should we use a polyurathane top coat? and should we use the muratic acid first. i really appreciate any help you can give
