A 45-degree ramp will be too steep for anyone to walk up or down on it. You may consider installing an electric lift/chair that will move up and down the steps. You may also look at moving the washer and dryer to the first floor. A plumber can make the washer's drain pipe discharge into the kitchen sink drain line. If space is limited in the kitchen, how about a compact stack-on washer/dryer?
