Since the tiles are only 2" square, the surface is not overly uneven. If you have dips, you can fill them with quick-dry mortar. Yes, I will lay the vinyl tiles or sheet directly over the tiles. Make sure that you use the trowel with the right teeth to spread the mortar, usually 1/4 in. You can also install a subfloor which is a 1/4 inch exterior-grade plywood board if you wish, but I don't think that it is necessary.
