You should use 6d (penny) finish nails. Shot from a finsh gun is all that much better. Screws are not necessary and will prove to be a cosmetic finishing problem which may never be right. You should always find the stud to secure it to. If a situation develops that you must nail into lath, that is o.k. to. Studs are better, but if this an old house (real old) and the studs are installed at unconventional spaces (sometimes up to 3 feet apart) nailing in between the studs and hitting lath would be acceptable. Nailing every 16" is desireable. As far as the tape goes, it wouldn't do any harm.
