Gee, Bob, I don't know of anyone who will scrap the paint off plaster walls before painting. You can use chemicals to get the old paint off, but most of the times, the surface will need to be hosed down to wash off the residue. I don't know if I will go thru this trouble myself. Besides, you will ruin your floors with all that chemical stuffs and water. Just repair the damaged areas and paint the entire wall or ceiling.
