A Handyman Helping Hand

Our home was built in 1947 and the original floor is cement with a brown swirl pattern (if it was refinished it would look nice). The previous owners painted over this with a primer and salmon color paint. We are in the process of removing the paint and found that a lot of the color remains in the cracks, as well as in the tack strip holes. We were told to go and rent a large sander that has a pattern, then stain it and seal it. My question is....is this the way to go? If so, what type of store would rent the sander? Paint and sealer - Home Depot? Thanks
