Actually if the paint is hard to remove, it has good adhesion and you should be able to paint over it without any problems. I would look for peeling, blistered or other areas that look bad and work on them until you get to a solid looking surface. Feather the bad areas out to blend in with the good and prime before finish coat. This is kind of like, "if it's not broke, don't fix it".
