Pouring an inch of concrete over will not help you very much. That isn't enough concrete to hold together and will crack off quickly.

If the surface is badly deteriorated I don't know of a lot of options. It would take at least 2" of asphalt to cover and stick (assuming the deterioration has subsided) and an even thicker layer of concrete to maintain itself.

I would definately consult a few masonary contractors for viable options. If you did NOT put salt on, you might have a core sample anylized and go back to the original contractor if the concrete installed was not up to the specification in the contract and therefore the contractor's fault. Finding someone to do that might be a problem and you would have had to have specified the actual concrete mix in the contract.

Good luck. This isn't an easy fix to my limited knowledge
