Exterior doors, moisture getting through

We built a non-custom home 3 years ago and the builder plans had two doors in the rear of the house that have no overhang over the exterior. Now, we find that the water spashing up on the door during rains is seeping through and we think the solution is to put a short roof type cover over the exterior of each door. The builder says this is not needed and proposes to just calk and weather strip. We believe now that best practices would suggest the exterior covering is the correct solution. What is your opinion and can you provide a builders design reference that would confirm our idea?
