Pealing Paint

I have a bathroom with the paint pealing on the ceiling. There was a problem with a exhaust fan that was broken casuing water to condense and build up on the sheetrock. The sheetrock was replaced and a skim coat of plaster put on.

It was recommended to seal it with BIN. I did that and then waited a few days and put on two coats of ceiling paint.

This paint began pealing several weeks later. Any ideas as to whats causing it.

What types of paint are best for a bathroom with a shower, a fair amount of moisture is generated by showers, even with the exhaust fan in working order.
